Dick Grayson will not be joining Batman. He wanted to be an Untouchable, but was rejected due to his lack of superpowers. He'll deny that though.
But he supports them for the most part. The country was at war, being bombed and ripped apart. Why wouldn't the heroes step up?

I think Batman could still be against it.
I mean, it does have flaws. Some of the worlds heroes becoming killers...exploitation of superhumans..and of course creating a huge unstoppable force.

I think Joker would be one of those villains who took advantage of the situation and used the absence of heroes and the chaos of the war to do whatever he wanted.
As for Blue Beetle, he would probably have been a hero that stayed behind to try and stop villains and crime from taking over.

Kid Devil is staying behind to help deal with the villains with Beetle and as for Catwoman she'll be on the Resistance
