Super Powers: Life sense - It gives Dave the ability to sense life without sight, say through a wall or around a corner, like a spiritual sonar so to speak. It also allows him to "read" an individual based on their aura in his mind's eye, telling whether or not someone is trustworthy, or lying, and base emotions (Sad, happy, angry, etc.).
Foresight - With his sense of the living energy around him (What he calls "Chi" based on chinese spiritual philosophy) he can sense the direction of a bullet a fraction of a second before it's fired, or the move an opponent will make a fraction of a second beforehand. He has to be thinking clearly to use it effectively, and when busy with something, would be unable to.
Aura Manipulation - He can manipulate his own aura to give off certain emotions and feelings, causing criminals to be afraid, anxious, confused, or he can use it to calm down a victim, help someone in emotional distress etc.
Learned Abilities: Has some martial training. He has studied American Karate, Jujitsu, and most notably Sun style Tai Chi Chuan he is by no means a master, but far superior than most all opponents. He possesses more than adequate detective and deductive skills.
Equipment: Costume (Described in "Appearance"), Contact lenses to change his eye color from green to blue when in costume (and to help with a slight vision impairment) Drives a GM EV1, electric vehicle.
Weaknesses (Must Have): He is just human and has no invulnerability, he's just kind of hard to hit. He can only clearly distinguish things in his "Life Sense" when they are within, say, 200-250 yards of himself, any further and it's just a blur. For his other abilities he has to either be in combat or deliberately focusing, if he is distracted they are useless.
Background: When Dave was just a kid, he always suspected that there was some grand mystery to life he hadn't been let in on. There was something big and ominous out there that nobody knew about. Unfortunately, for the most part, that was just normal paranoia coupled with a sense of isolation. Through most of his childhood, Dave was overweight, the fat kid. He was a funny guy and really clever, but nobody cared much about his personality, he was a nerd and fat, not one of the popular kids. Sometime in high school he decided to change that.
Regimenting himself strictly, he lost weight, and to keep himself disciplined, studied forms of martial arts and metaphysical philosophy. Through movies and clips of fights as well as other resources, he taught himself forms of martial combat. Unfortunately, this path led to his being more isolated than he was before, his studies took time away from friends and family. Eventually though, in his last few months as a high school student, something marvelous happened.
Some process of meditative thought and martial training had unlocked a piece of his subconscious previously unknown. The ominous feeling of paranoia, suspecting there was something around him was right, all around him there was this magnificent life-force known by ancient Chinese philosophers and sages as "Chi". He relished in its revealed presence. He could now see things in new ways and from strange angles he had not previously known. He began to emanate a sort of reassuring aura, and he was now surrounded by people. His presence fed people's souls and made them feel whole and good.
He also began to be able to read other's auras and sense when they were in trouble, when they needed him. He began also to manipulate his own aura to produce different feelings within people, such as anxiousness, fear, and doubt. He could literally feel and feed off of the life of the city.
Growing up in Coast City, he always felt proud of his morality, having a hero like Hal Jordan to look up to. He took this with him to Gotham University, when he first began to fight crime it was more as a small hobby than an actual duty, stopping a few muggings and robberies once in a while. While at the University he refined his act, and solved his first mystery, or "caper". He took his skills with him to Gateway City, and took a job as a News Writer for the local branch of a news media company. This allowed him to make his solved crimes public if there was danger in seeking retribution. He also had resources available to him for investigation. The name "Mister Radar" comes from his abilities and a very embarrassing story that should never be told.
When World War III broke out, Dave was not asked to join in, likely because of the low profile he maintained and his lack of any potent superpowers. He was okay with that, he had more love for protecting cities anyhow, he considered joining the armed forces anyhow, but decided against it, with every hero gone, who would be left to serve the people? So he stayed.
Personality : Intentionally aloof. He takes value in the friends he has, and is generally a fun person to be around, with a dry wit about him and dark sense of humor. He's the kind of guy who, when talking with you, would get lost in a train of thought and just stop talking for a few minutes, forgetting you're there entirely.
Other: In his spare time, he writes poetry and songs. He's an environmental safety practitioner, using all green products. Loves t-bone steak?

Brief Sample Roleplay (I know you said brief, but when I'm on my own sometimes I just can't help myself.)
Dave looked out at the city, a bustling, flowing mass of glow. That's how he saw it, glowing light, coming from everything, even the buildings had it; so much life had come and gone that it left traces of emotions and events in the houses and apartments, some happy, some disgustingly abhorrent. Dave stood on the rooftop of his apartment building, he felt the breeze at this altitude blowing some stray strands of hair out of place. He was enjoying the brief meditation when he felt a pang in the side of his head. Fear, for life and another life, it was like hearing a gunshot in the distance. He mentally attached himself to the fear, and sought the location. He checked to make sure his mask and hat were secure. He set out running, jumping from rooftop to rooftop. He could have taken his car, but he felt up to a good run.
As he ran, the city's spirit and energy spoke to him, giving him directions. What is it you fear? he thought to himself, Why have you sent this message of fear to me, good city?. He hopped swiftly over an air conditioning unit on one of the roofs. Guide me, victim, so I might help you in this, your time of need. The fear grew more distinctive, he could clearly separate the one feeling from the rest of the energies, floating through the air and around him, like dandelions on a breezy, sunny day. He jumped once more, the adrenaline began to pump through his veins, his mind reached a strange clarity. He had found it, he was deep in the inner city. Viet-town. He looked down into an alleyway.
He saw a younger Vietnamese woman set upon by three thugs in jackets and ski masks, Dave could tell through holes in the masks that the three were white, perhaps pale hispanic, it was hard to tell from this distance at night. There was a child, a baby, sibling to the girl? No, daughter. Dave read the auras of the three men, in an attempt to grasp their intent. He did, and he was thoroughly disgusted. He sat, his black sport coat and t-shirt hiding him mostly in the night, despite the lights in the area. He placed his hands on the side of the building, and found thin, veiny channels of Chi that led to the crooks. He poured the fear, that the woman felt into it making them sweat and begin worrying. They looked around, afraid. Dave swiftly and quietly scaled down the side of the building using the rails of the fire escape.
When he reached the bottom, the thugs had begun to wonder if they should now leave. Dave, or "Mister Radar" walked slowly to the thug closest to him, tapping the man on the shoulder gently.
"What the fu-!" He didn't get the rest of the expletive out as he turned to raise his pistol and train it on Mister Radar; he had blue eyes. Radar was already in the air, spinning. With one foot, he kicked the gun out of the thug's right hand. The other leg was brought round as Radar delivered a roundhouse kick to the face. The other men had taken notice and also began shouting expletives. With the first already unconscious, Radar had no worries. He dodged three bullets by millimeters, and dove at the next nearest thug, sending the both of them careening toward the wall. Mister Radar was, of course, the first to his feet, he placed a hand on the man's face and knocked the back of his head into the wall. Radar turned to face the remaining thug, a Colt 1911 shaking in his hand.
"Boo." Radar said, completely deadpan. The thug turned and ran. He walked to the first thug he had knocked out and sighed. "Neo-Nazi skinheads, that's what I say, twenty bucks on it." Radar bent over and removed the ski mask, and there was a man underneath, shaved head, swastika tattooed to his forehead. The girl was still shaking.
"Wh-who are you?" She said, stuttering slightly. Mister Radar looked at her, a smart grin on his face.
"Some call me, Mister Radar." He approached her and said, "You look like you could use a hug." He gently wrapped his arms around the girl, minding the child, and flooded feelings of warmth and love into the air around them. "You have a beautiful daughter Miss. Make sure she stays in school, goes to college, has a good life." The girl smiled and stopped shaking.
"Thank you, I will."
"You'd best be off now, I can't guarantee they'll be out for very much longer." She nodded and ran off in another direction. Radar quickly picked up the weapons and disassembled them, throwing the parts in all directions in the alley. He removed two riot cuffs from his coat pocket, and used them to tie up the skinheads. He smiled widely as he climbed the fire escape to the rooftop. When he reached it he looked out onto the city, the glow of life flowing in every direction. My city is pleased
