Background:
No one knows who the man was that would become the Joker. He's told so many different versions of his past that even he doesn't know anymore. Sometimes he remembers it one way, sometimes another. What is known for certain is that at some point he donned the mantle of the Red Hood. Then through a confrontation with Batman, fell into a vat of acids that permanently deformed him and turned him into the homicidal clown we see today. Devoted to being the Yin to Batman's Yang, the comedy to Bat's tragedy, Joker defines his very existence in this eternal struggle.
He is the one person frightening enough to not be asked to join certain super villain associations. As one villain once commented, "If all the super villains want to scare each other, they tell Joker stories." The Joker is a loose cannon, that is just as dangerous to his allies as to his enemies. No one knows this better than Harley Quinn, his devoted henchwench. His relationship with Harley is deranged, going from abusive to romantic. It is believed that he cares for her as much as his demented mind can, even if he has tried to kill her several times. Though he often treats her poorly, he is fiercely jealous of her and has killed many potential suitors. Or anyone he thought might be a potential suitor...
The Joker is accredited with well over two thousand deaths, although he's considered not guilty by reason of insanity. Because of this he has his very own padded room at Arkham Asylum. He has proven more than once however, that he can get in or out of there whenever he pleases. He's often commented that Arkham is his resting place between performances, and has on occasion turned up back in his cell apparently of his own choice after a few of his tricks played out.
Though some have speculated that his insanity is itself a super power, a "super sanity" of sorts, the truth is that Joker is an average guy who just had a really REALLY bad day once that pushed him over the edge and into madness.

Insane
Completely sick when it come to no heart. Does not care who lives and ho dies, as long as he wins. Love to tell jokes! Oh my, it never ends! His favorite ones are the Bat jokes.
Loves to torture people and kill them in the end. Cunning mind, can whip up an idea within 3 seconds.
At times he'd have a short temper, normal its right before his plans fail.

Tends to have an amazing laugh. His laugh will send all kinda of chills up your spine. One of his favorites is when he is close to killing the Batman. Has Failed many times before him, but one day, one day he will get him. That Damn Bat!

Brief Sample Roleplay
[ I love the Batman Animated Series Joker, so that is where I gained his personality from. This is from a thread I did of Harley breaking Joker out of Arkham]
The room he sat in, was all dark and gloomy. All he had was a rock hard bed chained to the wall, and a little pillow at the end of it. A small TV sat in the corner of the room, it was on the Three Stooges. One of the Joker's all time favorites. He let out a bored sighed, once in a while a small chuckle when Moe would hit Curly for no apparent reason.
He was in his purple tux, but was also wearing a straight jacket to keep him from doing anything to rash, it was annoying, you couldn't do anything!
Suddenly, a small coo of a happy voice came into his ears. A wide grin formed on his face.
"Harl! Excellent!!" He let out a Chuckle as he jumped off his bed and ran over to Harley, only to be blocked by the glass.
"You got in so easily! Thats my girl!" He commented.

Joker's eyes grew big.
He gave a small jump before hugging Harley once again. "Oooooohhhh!!!!! You never stop, do you!?" He laughed happily and rushed over to the car. He gave it a long stare before finally jumping in.
"C'mon Harl! Time's a waisting!" By the tone of his voice, he was more exited about getting out in a new car than anything.
Seeing Harley jump into the cars side he put it in reverse and began speeding off to the main gate. Prisoners and guards alike were jumping out of the way.
This only made Joker laugh even harder. "Outta the way, losers!" He laughed as he drove right through the gate and drove off into the streets of Gotham.
The yells and orders were heard from the Asylum. Helping Joker to keep his grin on longer.
"Well done, Harley, dearest! This is by far the best thing you have done for me yet!" He commented her as he rested one hand to the wheel and the other around Harley.
"Well, since we are both out.....any place you'd like to go to?"
