A new stand in evolution is ahead in humanity. "Mutants", which is a person who is a member of a genetic offshoot of humanity, often described as a subspecies sometimes called Homo superior, are being produced and showing up all over the world. All mutants have a genetic mutation called an X-gene that causes their bodies to develop abilities that regular humans cannot. The majority of mutants develop these abilities, which vary from person to person, upon puberty, though there are some mutants who display powers and/or physical mutations from birth. Some mutants even display abilities from within the womb of the mother.

Mutant powers vary seemingly without limit. Mutation can also entail a minor to radical alteration in physical appearance from the normal human appearance. Physical alterations such as wings, gills, a tail, fur, altered skin color, etc. Mutants are immune to the AIDS virus as well as genetic infections like Phalanx and Sublime. Being a mutant you also let off a certain brain-wave that makes it easier for machines to track them. But some mutants have an ability to where it doesn't show them.

The year 2009. A new war is being casted between the mutants and humans. Fighting for the ideal views of humanity, the humans, they wish to eliminate all mutants from the world. Mutant activist groups are now being called upon to defend the humans and have been given an arsenal of weapons and technology to do so. Lead by President Jennifer Walls, the vice president who was next in line for term since President Kelly was assassinated, is now taking this mutant spurse to heart. She is ruthless and cunning and wants to end this feud before an all out war erupts.

So with that she has ordered the extermination of all mutants and has signed off various protection plans to assure that no mutant goes without being captured. But how can ordinary humans deal with super-powered beings? Simple, by using advanced technologies and human science. One of the most advanced devices is a collar that supresses the mutant abilities of a mutant. It isn't effective until you get it around the neck of the mutant. Also a invention has come to mind, an invention that can possibly locate mutant, to tell who is human and who is not. The only problem is that the only way to use this device is for you to be a telepath. The device connects to mutants on a psychic level, radaring in on the specific brain waves every singal mutant has. But no mutant would help the humans, so as of now its totally useless.

Plans like this are being organized and accounted for all around the world, not just the US. But the US is just enforcing it more due to the mutant up bringing.
