Appearance:
Collins stands about 5'10" tall. He weighs about 220 lbs and has a lean, slightly muscular build. His skin is fair, his eyes are a light shade of gray and his hair is black, although he keeps it neatly shaven.
He's almost always wearing a military uniform, usually the USMC alpha service uniform. It bears his rank insignia, one silver eagle, his name tag, his function badge and the various medals and ribbons he's been awarded during his military service.
Other than that, he has no scars or tattoos that would distinguish him.

Super Powers:
Having served for years in the United States Marine Corps, Collins' body is on the verge of physical perfection. One might argue he's stronger and faster than Batman. However, nothing in his physical abilities goes beyond that of what a mortal man without super powers can do.
Learned Abilities:
Collins is a natural born leader and can lead troops or a small group of men into almost any situation and come out victorious. As well, he is a master at unarmed combat, though one wouldn't think it. He's also a master at armed combat, long, mid and short range.
He really shines when he's forced to think in strategic and stealth terms though. If given proper intelligence on the area that he's in, he can position himself and his troops and beat virtually any foe at guerrilla combat. Working with special forces for so long, he's had cross training on several vehicles, including how to operate tanks and operate aircraft.

Whatever weapon he can get his hands on.
Weaknesses (Must Have):
Collins has a habit of empathizing too deeply with a wounded member of his team. He values each and every life placed under his command and often times will not put them in a certain death situation, even if it's for the sake of the mission. He has a loyalty to his superiors, but he has a loyalty to his men first.
As well, Collins is only human and is as vulnerable as the next person to chemical and biological attacks. Plus, he doesn't possess any sort of superpowers and damages just as easily as a regular person would.
Background:
Collins originally joined the United States Marine Corps as an enlisted member, working his way up to Staff Sergeant before applying and then becoming accepted as a commissioned officer.
While a 1st Lieutenant, his acts of bravery, good leadership, quick thinking and good relations with his superiors quickly earned him a two rank promotion to Major. It was as a Major that he first met Lieutenant Colonel Al Simmons. The two became close and developed a good working relationship. So close that Collins choose to work in the CIA, instead of accepting a position at S.H.I.E.L.D..
Collins responded with much sorrow over Al Simmons' death. Even being given another two rank promotion, this time to Colonel, didn't ease his grief over losing his best friend and mentor. Years later, shortly before Al's return from the dead, Collins was given his own command. Shortly after the fall of Jason Wynn, Collins did some investigating into Al's death, learning the truth. Feeling like a completely moron, he deduced that his promotion to Colonel was to help keep him pacified.
But he had no time to dwell on that, as war had broken out. He was promoted to Brigadier General and sent out on the battlefield. For the most part, he got along with the Untouchables. Key members, such as Charles Xayver and the like. His uncanny battlefield record soon earned him a higher command position in the African front and a three rank promotion to General. This was not to remain, however.
Collins felt the war might've been missmanaged and grew suspicious that the U.S. government may have known of ways of preventing the war before it even started. He confronted the President in a very blunt and vulgar way. This almost costed him his job, but in the end he was merely relieved of command and demoted back down to Colonel.
Personality :
Collins believes in integrity and the core values of the United States military. He's also extremely loyal to his superiors. Or at least that was the way things were. In the bureaucratic and dangerous world of the high ranking commissioned officers, Collins still keeps a strong sense of integrity and fights for what he believes to be right. He relies on himself for support, no longer fully trusting his superiors.
Combat wise, few can beat him as a leader. He as an aura of confidence and competence about him that tend to allow earn people's trust and their acceptance of him as their leader in almost any situation.
Collins isn't all business though. He loves his nicotine, in cigar form, and alcohol as much as the next man. Against regulation, he keeps a box of cigars and bottle of whiskey at his desk or a flask and a cigar or two on his person at all times.

Brief Sample Roleplay
The Colonel twisted the knob on the door and opened it up. The Gotham P.D. was nice enough to give him a fairly decent office to work in. Computer was one of the latest on the market. Filing cabinets weren't rusted. Desk was polished and in good order. Everything seemed to be fine.
It was as nice and elegant as his office back in Washington. Strange. Judging from the looks of the rest of the building, they either had this office on reserve for someone important or had fixed it up just before he arrived. Oh well, best not to trouble over those thoughts.
The Colonel walked over to his desk, sat his cap down and took a seat in the office chair they provided for him. It too was in nice shape and judging from the smell of the leather, it was brand new. He leaned back in it and relaxed for a moment, taking in his new office.
"Not bad. Not bad at all."
Sitting his suit case on his desk, he began to unpack. Nothing important really. Just items of a personal effect. Things to customize his office with, as well as some contraband items like a bottle of whiskey, a set of drinking glasses and a cigar box full of his favorite brand.
Maybe...this job wouldn't be so bad after all.
