Every city had a place more or less similar to it: a place of crime, drugs and a cauldron of many other illegal activities, where in practical terms the law was what the dominant street gangs told you to do. Those who got out could, and those who didn't either joined a gang or got trampled underfoot.
Lupine sighed as he told Silent Wolf a more detailed version of this through their radio contact, that included temperant of the population, details about the bigger gangs around, variously called the Skins, the Scars and the Knuckles. Lupine's face was impassive as he turned on the radio contact and spoke to Silent Wolf, whom he had employed as an enforcer for this area.
"You've taken your pick of equipment, but remember to keep this radio on at all times. To go over your job again, it is up to you to generally cut down the crime rate in this area: Use whatever methods you wish, as long as they are effective. I shall be keeping track of your progress as you go along. After this my current role will be handed over to a member of my company."
"The cauldron, as it is known, is one of the worst areas in Gotham. The main gang I want you to scout out tonight are the Scars. There are a few metahumans in the gang: It is in fact the only gang to have both humans and their super-powered versions. Break yourself in, and let them know you're here. This is when you should look at their tactics, such as they are, and learn more about the gang. We will be fighting them with more force once you know the area. They are in the south-west section, the blue area on your map."
"If you run into someone of supervillian standard, inform me and I'll come, along with some reinforcements to restrain them. I do not want to take any risks there. Finally, if you find drugs, weapons or anything illegal turn them over to my company and we'll dispose of them."
Lupine planned to use any such items that Silent Wolf turned in for his own profit, as long as it didn't damage Gotham. That would defeat the purpose of what he was doing now.
It would quite rightfully surprise many to learn that Lupine actually cared for Gotham, for 'his' city, because of his complete absence of morals otherwise. But Lupine had set up this program, employing metahumans or similar creatures to help stop the crime in Gotham. Silent Wolf had been his best employee so far, seemingly as intelligent as Lupine, if not more (a feeling that Lupine was struggling to get used to) and so Lupine was using him to test the scheme out.
Lupine had other reasons for this program, though. A stronger Gotham meant a stronger Grey Corps., and thus a stronger Lupine. And Lupine had set up quite a few plans that meant he would make money out of this deal.
But that wasn't the main reason. Gotham was his city, and it was his duty to help it.
Lupine returned his attention to the radio connection to Silent Wolf. "Report your position, status, and equipment, if any. And make sure you do well here. We have had a deal, and I plan to honor it as long as you help Gotham. You are the best I currently have, matching up to me myself, so consider yourself under pressure."

Silent Wolf was wearing his usual outfit, a pair of American Indian style pants, and nothing more. Some of Solomon's employees had offered him firearms of many different types, as well as a variety of blades, but he turned them all down. He was more of a weapon than any gun or sword. In the end, the only piece of equipment he had with him was the headset to keep in contact with Mr. Grey, which he wouldn't be using much.
He raced down the streets of Gotham with great swiftness. He listened closely to what Solomon was saying, but said nothing for quite a while. He sped into an alley, and then jumped from wall-to-wall until landed on the roof of a rather tall building that overlooked a shady area of town.
"Report your position, status, and equipment, if any. And make sure you do well here. We have had a deal, and I plan to honor it as long as you help Gotham. You are the best I currently have, matching up to me myself, so consider yourself under pressure." He heard Mr. Grey say to him.
"South-west area. Stable. Headset." He said blandly. "How do I identify these 'Scars'?" He asked, his tone unchanging.

Lupine listened to Silent Wolf's sparse words as he spoke through their radio communication. He had never appeared to say more than ten words in one go, as if he felt that he could say all he needed in a short sentence. Lupine reflected on the Lycan's preference on not using technology: Lupine himself was very sure that his speed, strength and agility almost matched up to the Lycan, but he still used technology heavily. Perhaps it was because of the Lycan's incredible age: to him such technology must seem new-fangled and fragile. Lupine opened the communication channel again, and spoke. "The scars always wear all blue, ususally with denim trousers, as a sort of soldier's uniform, since there are a great number of them and they need to tell who is on their side quickly. As the name suggests, they often go through ritual scarring on public places, such as the face or arm. However, please refrain from attacking a single person with such a scar, since you cannot be sure that they have not suffered an attack or acident. Finally, the Scars mostly engage in violent crimes, threatening people for money and have the largest extortion racket in Gotham. All members carry knifes and blades, though the more sensible also take guns around with them. Their ages range from teenagers to late 20's, and they have a few metahumans in their gang."
"You should be able to make short work of them"
Lupine paused, waiting for the Lycan's reply.

Silent Wolf had no response, he just listened to what Mr. Grey was saying. Once the man was finished talking he immediately started to patrol the area. Everything seemed fine for the first few minutes, but after those minutes he got his first glimpse of Gotham crime.
A small group of young men had cornered a couple girls and a young man notably smaller than them. The men were holding switchblades, and one of the four had a pair of brass knuckles as well. The two girls were obviously scared, but the small fellow who was with them stood firmly in front of them. However, he didn't stand for long. The thugs sent him to the ground in a couple seconds, and that's when Kyoudai made his move. He jumped down behind them, and then grabbed the shoulder of one of the knife-wielding men. The guy turned his head to him abruptly, but before he got a good look he was flying into the wall on Kyoudai's left. When the young man cried out in pain the others turned to see Silent Wolf standing there with a blank look on his face. Each of the attackers were clad in blue, and had a scar either on their face or arm.
~Scars.~ He thought to himself. "Who the heck are you?" One of the teens shouted with rage. Silent Wolf said nothing, he simply reached out at the teenager with one of his long and bulky arms, and yanked him toward him by his shirt. With a single punch to the face the Scars member was out cold. Kyoudai dropped the knocked out fellow on the asphalt, and then moved his head from side to side, causing it to make loud cracking sounds. "Get him!!" Another blue clad boy screamed, and then both of them ran at Silent Wolf. The lycan merely kicked the one on his right in the gut, and then back-fisted the other. With much swiftness Silent Wolf grabbed the boy on his left, and threw him into the other young man.
As the lycan turned around to leave one of the young women spoke to him in a shaky voice. "Thank you." Silent Wolf turned to her, and just nodded with a somewhat softer expression. He then walked out of the alleyway, and began walking down the sidewalk looking for any more Scars.

Chris has heard a good bit about Gotham City in the news media. He decided to take a trip over to the city to get a first hand glimpse of what is going on. He was in a crime fighting mood and is looking for some criminals. He was ready for a good fight. He is dressed in only a pair of camouflaged pants, some black boots, and a silver dog tag chain. He didn't want to waste any time taking his shirt off to reveal his scar covered upper body.
He continues to drive around in his Blue Honda Accord with When Worlds Collide by Powerman 5000 Blasting on the Vehicle's CD Player. He was the type who liked some music to get him pumped up before a good crime bust. Suddenly he drives upon what appears to be a warehouse. Chris immidiately parks his car in an alley and shuts the engine off. His pet Dachshund Weenie raises his head from the slumber he was in during the trip.
"Looks like we might have something Ween."
He says as he adjusts his glasses. He looks to see what appears to be a bunch of individuals dressed all in blue uniforms unloading the truck. On the crates being unloaded it appears they have some sort of serial code on them. Perhaps a government code or something? Stolen weapons? Chris didn't know what to think but he was certain that it wasn't anything good. He picks Weenie up in his arms and slides out of his car.
Chris walks around the building as his canine companion's nose is sniffing around crazy. It's clear that Weenie himself smells something wrong.
"Alright now time to plan an attack..."
He says to himself as he now sees fork lifts being brought in to unload the truck. Swiftly Chris holds his small dog under his arm as he stands by the front of the big rig being unloaded.
"Send the rest of the weapons to the back of the ware house."
Chris heard from one of the gang members. By now he has heard enough as he gently places the dog down on the ground. He goes trotting off by some of the nearby gang members and looks up at them.
"Awe isn't it cute! It's only a puppy! LET'S KICK IT!"
Can be heard as Chris smiles. It wouldn't be the first time he used Weenie as a decoy to distract the enemy only for him to come in and attack. He wasted little time as all the blood in his body hardens to almost a steel like texture. The 18 year old teen proceeds to walk over to one of the telephone poles and with a jerk rips it out of the ground and spins it around sending it into a group of gang members.
"What the hell is that?! OH MY GOD IT'S HUGE!!!"
Is heard from another gang member as the once cute petite Dachshund has transformed into the size of a Grizzly Bear. A loud growl is heard as a pack of gang members come running out with a giant Dachshund in hot pursuit. Chris immidiately rushes in and punches the man driving the fork lift so hard he sails through the air and lands through some crates.

Silent Wolf jumped from building to building, scanning the area as he traveled throughout The Cauldron. It wasn't long before he heard some rather odd noises coming from afar. He swiftly changed into his werewolf form, and sped off toward the sounds. When he arrived he saw a young boy attacking some men, and a giant dog apparently helping him. The moment his green eyes fell upon the creature his mind became flooded with memories of the past, back in the days when the animals were great in size and intellect... His days. Kyoudai didn't know exactly what was going on here, but he did know that there were a lot of crates around. With a vicious swipe of his left hand he tore the top off of one of the crates to reveal several fully-automatic machine guns. ~Guns.~ He thought to himself, and then growled. With a mighty howl he sent some fleeing men soaring into a wall.

Lupine nodded to the woman to his left, his employee, as she used the video camera he had installed in the headset to display what it showed on the computer screen in front of her. Lupine glanced over her shoulder and took in the information: a pile of guns on the ground, a extremely large dog, a young man and several criminals strewn around the scene.
Lupine watched as the woman began speaking into her own headset, requesting information on the young man and his animal on the screen. Lupine turned on his own headset, speaking directly to Silent Wolf.
"I have just gained visual information of what is happening around you. Do not engage that young man or his pet until we have information on both his powers or what fraction he is. Once you have defeated the gangsters, please give us your location so a pick up team can secure those weapons. Report, please, on Status of yourself, the criminals and the other man. Remember, if you need help against a superpowered foe, I will send out a team. Awaiting report." Lupine waited for Silent Wolf's reply: he was already informing the man waiting by his side to get his team ready to go out to the location that Silent Wolf would tell them.
